PNP eligibility criteria differ sharply across provinces and streams. These are the most commonly misunderstood requirements:
- Connection to province: Most base PNP streams require a prior connection — a job offer from a provincial employer, previous education or work in the province, or a close family member residing there. Express Entry-aligned streams often do not require this.
- NOC code alignment: Each province has a targeted occupation list. BC PNP tech streams require specific NOC codes in the 21-series. Saskatchewan SINP has an in-demand occupation list that changes quarterly. Your NOC code must match the stream's target list.
- Language requirements: Most PNP streams require CLB 7 at minimum for professional occupations and CLB 4–5 for skilled trades. Some streams require a designated language test result; others accept existing IRCC profile scores.
