Federal Skilled Worker — Six Selection Factors Explained
The FSW 67-point grid is a separate eligibility gate from the CRS score. You must clear 67/100 on the grid to enter the Express Entry pool as an FSW candidate. Once in the pool, your CRS score determines your ITA probability — not your FSW grid score.
According to IRCC's Ministerial Instructions, the six selection factors and their maximum points are fixed. There is no discretion — every point is formula-driven.

Language — The Highest-Weighted Factor
Official language ability accounts for up to 28 of the 100 points — the largest single factor on the FSW grid. CLB 9+ in all four abilities of the first official language earns 24 points. Education — ECA Required for Foreign Credentials
Foreign educational credentials must be assessed by an IRCC-designated ECA organization before they can be claimed. Without a valid ECA report, foreign degrees are not accepted. Canadian credentials do not require an ECA. The ECA process typically takes 2–8 weeks depending on the organization.

FSW vs. CEC — Choosing the Right Express Entry Stream
Most applicants who qualify for both FSW and CEC will receive the same CRS score under both streams — the Express Entry CRS calculation is the same regardless of which program you qualify under. The choice between FSW and CEC matters primarily for eligibility, not for draw priority.
FSW is typically the correct stream for: applicants currently overseas, applicants with strong foreign work experience but limited Canadian experience, and applicants with a master's degree or PhD where education points maximize their FSW grid score above 67. No. A job offer is optional. If you have one, it adds 10 points on the FSW grid and an additional 50–200 CRS points. For candidates at 60–66 FSW points, a valid job offer is the most reliable way to clear the 67-point threshold.
How does FSW differ from CEC in Express Entry?
FSW accepts international work experience; CEC requires minimum one year of Canadian skilled work experience. FSW applicants are often overseas; CEC applicants are already in Canada. Both programs compete in the same Express Entry pool with the same CRS score calculation.
Can I qualify for FSW with foreign education?
